We had a Blue's Clues party for my daughter, Julie, who was turning 3. I drew a picture of a notebook, blue paw prints and each guest's name on a piece of finger-paint paper and hung it on our easel just outside the front door to welcome everyone.  We decorated the house with blue and white balloons and crepe paper and with blue's clues window clingers.  Because the guests were younger, we wanted to keep the games simple. I ordered a blue chair pull-string piņata from a web site listed under party supplies.  Instead of hitting it to open it..it has strings to pull. Since only one will open the piņata the salesperson suggested that each child grab a string and everyone pull at the same time. That way everyone got at least one chance.  We also had a blue's clues paw print hunt.  I made blue's ears for each child to wear during their hunt.  I went to the Nick Jr.  web site and printed a picture of Blue.  I increased the size of the ears on a photocopier and traced them onto blue felt (and I cut out darker blue spots which I hot glued onto the ears).  I hot glued the ears onto headbands. For the game I drew 4 paw prints in different colored construction paper.  I printed clip art, grouping 3 items to make a puzzle.  (For the younger children they had, for example, banana, sun, and lemon --which was supposed to be yellow. The older kids had harder ones like: camera, cheese, and film - supposed to be "take a picture").  We taped a paw print to each paper and taped them around the deck and outside.  Each child was given a paw print to carry to find the clues that matched their color. I purchased a musical inflatable thinking chair at Kmart and when they found their clues, the kids took turns sitting in the thinking chair solving their puzzle and we took their pictures to be included in their thank you notes. I also did blue and magenta paw print face painting.  For the cake I made a cake with an edible Blue's design I found on another web site under party supplies.  For school, Julie took cupcakes decorated with blue icing...and to make the paw print I used a Hershey kiss I stuck in the cupcake point side down and 3 m & m 's. It was all very simple and inexpensive and the kids had a great time!
